If you mean the name Philip which in greek is Φίλιππος (feeleepos), its exactly meaning is: the one who love the horses. On the other hand if you mean the root philo- which we find in many greek originated words, as philo-sophy for example, then it comes from the verb φιλώ (philo) which means to love, to be fond of.
