The Spire, or to give it its official name, the Monument of Light, is not designed to represent anything in particular. It is not a memorial to any individual or event. It is purely a piece of art. In some ways that means it is not controversial as it doesn't offend any particular group in society, political opinion etc., as many monuments do. Others would say that because it doesn't represent anything that that in itself is controversial.
