It means that while a person is alive, and even for a generation or so after his/her death, there are a variety of opinions about his/her impact. And as those opinions vary, so does his "place" in history.

But when he/she is dead - and all who knew of him/her are dead - then there are no more contentious opinions. Scholars, regardless of ideology, will come to a consensus, and his "final place in history" will be established.

Of course, even then, "final place" can vary. After all, even those scholars may feel strongly about the issues of that person's day. So sometimes centuries must pass before the "final place" is set in stone.
