This is a political cartoon which was probably drawn in either 1919 or 1920. The man standing in the boat is Woodrow Wilson and the man on the dock is either Uncle Sam or Henrey Cabot Lodge. The league refers to the League of Nations, which was sort of like the failed United Nations. The League of Nations was added by Wilson as part of the Treaty of Versaille and he wanted it to be created. However, it turned into a sinking ship because there were a lot of American senators who were Isolationist and didn't want America to be involved in "Entangling Alliances" with other nations. Wilson's main rival was Henry Cabot Lodge, a Republican Senator, proposed 14 reservations to the treaty of Versaille/ League of Nations if he and his fellow Republicans were to sign off on it. Wilson refused to compromise though, and a deal was never reached. This is why America never signed the Treaty of Versaille and the League of Nations collasped with out American involvement.
