I've seen both dog and coyote attacks do this, but just decapitating speaks of an animal that was not "trained" by their parents on how to eat what they kill, and is working solely on prey response (instictive kills), so I'd be inclined to think feral dog(s). Ask around and see of your neighbors have experienced similar attacks. Also, animal control can no doubt provide some insight.
UsuallyFox's kill chickens and then leave most of it where they killed it. Birds of Prey have also been known (almost always Buzzards take out a chicken if really in need of food but this case is rare and usually only happens in the countryside.
Weasels and Large field rats eat this way. A weasel often feeds from the head down. Weasels are attracted to the heat of the blood in prey and a chickens head is the warmest part as the blood is closest to the surface in the comb and wattle.
Weasels are often the culprits when you find a headless chicken in you coop. These animals can utilize the smallest hole with which to gain access to the chicken coop and they always attack the warmest area of the hen which is the head. They often kill several birds feeding on the blood and softest organs.
I have had a hawk do that so that is more than likely the one doing it.
Weasels, racoon's, cats, and large snakes will also do this. :(
