I'm not sure I would say the 11th amendment to the U.S. Constitution guarantees people anything. It prohibits the Federal Government from intervening in lawsuits made by members of other States and Foreign entities against a State. But, the Supreme Court has made several exceptions to this amendment (wherever they get the authority to do that).
