Hypophysectomized rats do not have the thyroxine with which to regulate metabolic rate properly. Thyroxine replacement can allow for the normalization of the metabolic rate (as it does in humans with hypothyroidism!).

TSH or Thyroid Specific Hormone is created by the thyroid. A rat without a thyroid gland will not produce TSH. A mammal without a thyroid and without thyroxin or synthoid injections would have a greatly reduced metabolism, and would be lethargic.

If the rats are hypophysectomized, there will be no thyroid hormone available for TSH to act on. Therefore, there will be no effect of TSH administration to the rats under these conditions.
