Perhaps the refusal by members of the Third Estate to accept traditional rules for voting in the Estates General--and then walking out in protest to make the Tennis Court Oath--was the first "popular" protest.

The booming and attacking of the bastile prison were the people of lattre de chatchet(letter of arrest) that was offered by the clergy,when people refused to pay church tax they were arrested and were taken to the bastile prison which was later destroyed during the French Revolution hence becoming one of the most popular protests
