"To be or not to be, that is the question" Hamlet also has to debate whether or not he will go through with the revenge he is seeking for his father's death, which is to kill Claudius. This is what the whole play is about, revenge. In Act 3, Scene 2, Hamlet makes the players put on a play mimicking what had happened in Denmark (i.e. a murder puts poison in its victim's ear). Hamlet asks Horatio to watch Claudius' expression during the play, and Horatio confirms that Claudius seems uneasy and feels the guilt, as he brings the play to the end. Claudius' reaction confirms Hamlet's decision, and Hamlet knows that he is making the right decision by seeking revenge on Claudius for killing his father.

Well, he is not so indecisive that he does not finish his questions at least. Hamlet sometimes seems indecisive and at others he seems very decisive.

Examples of indecision: his decision not to kill Claudius when he was apparently praying. He was going to, then he decided not. On a number of occasions he talks himself into saying that he will revenge his father, then finds a reason not to do it after all. His reason tells him to do it but his gut tells him not to.

Examples of decisiveness: his plan to act mad. He formulates that right after seeing the ghost and sticks to it. His decision to kill the spy in his mother's chamber. Thinking it must be Claudius he whips out his rapier and kills the man behind the arras without shilly-shallying. His decision to make the fake orders for Rosencrantz and Guildenstern's death. His decision to board the pirate ship. His decision to confront Laertes at Ophelia's funeral.

Basically, Hamlet is in conflict: part of him tells him he ought to kill his uncle and another (and stronger) part tells him not to. Hamlet is perfectly capable of making a decision, as long as it is not the decision which will lead to him killing his uncle.
