Igor Sikorski was an aircraft designer in Russia. But he came to the US and began to build helicopters. Many of his helicopter designs were used in the military. In 1943, Larry Bell who owned Bell Aerospace was convinced of a helicopter design after seeing a remote controlled model built and flown by Arthur Young. Bell set-up a design shop in Garden Park, NY where the first Bell Helicopter was built. This prototype evolved to become the Bell Model 47---the first helicopter to receive FAA Certification.
The very first piloted helicopter was invented by Paul Cornu in 1907, but this design didn't work. Later, a Frenchman Etienne Oehmichen built and flew a helicopter 1 km in 1924. An earlier practical helicopter that flew for a decent amount of space was the "German Focke-Wulf Fw 61."

Many people of many nationalities worked on the helicopter as it was developed. The first working helicopter was probably the German Focke-Wulf Fw-61, which first flew in 1936.But the man who made the most important design change was Igor Sikorsky, a Russian who emigrated to the US. He built a helicopter in the US that reached full-scale production in 1942 (131 aircraft built). His design of one main rotor and a small tail rotor became the standard.
