Chemical energy is the energy that is found in the chemical bonds of molecules. These bonds are electromagnetic in nature, so the electroweak force would be responsible for chemical energy.

The force that is responsible for moving sediments in a river is the current.
Because they have mechanical structures, powered by motors using the solar energy stored in oil, that can push against air, thereby generating forces that can be directed opposite to the force of gravity and work against it. You might just as well ask: "When there is a gravitational force on the Earth, then how can I walk up the stairs from the first floor to the second floor ?" I would have answered: Because you have mechanical structures, made of bones and powered by muscles using the solar energy stored in food, that can push against the floor, thereby generating forces that can be directed opposite to the force of gravity and work against it.
