Germany is a democratic, federal republic with a high level of proportional representation. On the whole, matters which can be handled effectively at state and local level are not handled at higher levels.

It differs from, for example, American democracy in that its executive branch is more strictly dependent on its legislative branch and both the head of state and the head of government are elected through voting by members of the parliamentary (legislative) assembly, rather than by popular vote.
