You have people dying, people leaving, people arriving, and the birth rate can (and most probably will) change over time.
The growth of a population is also measured by the number of immigrants who come into a country. But for it to be completely accurate you would have to also look at the death rates, to see if there has been a rise in a sort of ailment. Say for example that drunk driving fatalities has been on the rise over the past couple years you would want to add that into your populations growth. So with immigration numbers, any significant rise or fall in deaths and birth rates you would have a better picture of a populations growth.
