If the Starburst is of the American variety, then it contains gelatin and is NOT vegetarian. Starburst sold in the UK however, is actually suitable for even vegans.
They shouldn't eat starburst because of the sugar content. However there isn't anything in particular in them that they strictly cannot have. One starburst wont hurt the dog but any more than that can damage their pancreas or cause problems with their blood sugar.

Many people eat "starburst" candy with no issues to their stomach. It's possible you have an intolerance to an ingredient in them such as Red Dye #40, etc.
