Animals can contact the magical world without disturbing the elf magic as humans do. Animals have a sense for magic that allows this.
If a cat touches a elf it will still have its magic because some how near Christmas they are magical

Some say the little nixie will curse you. Other families have reported small children bursting into flames. Whatever it is, it is very bad. The elfβs magic is somewhat dependent on not being touched, especially by small children. Adults have been reported to be largely immune to the trick of the evil little fella, but I digress.
The elves themselves claim that they loose some of their power as result of the being touched. Amnesia of childrenβs deeds throughout the day (both good and bad) have been reported by elves. It all seems quite odd to me. I have theorized that under the laws of Santa, which the elves profess, the touch of a child violates the magic of Christmas and thus unravels and destroys the elfβs good patronage. Although an elf has been never known to talk as dictated by the laws of Santa, I do wonder if the touch of a child temporarily prevents the elf from perhaps returning to the North Pole or manifesting its more benevolent patronal powers.
From my ancetdotal stories reported through social media as I have previously mentioned at the start, the creature is indeed very evil. Stationed in particularly troubled households, rogue elves have developed with these violent proclivities. This violence toward children seems deliberate and is often concealed from the childrenβs parents via elfin magicks. Elves which are repeatedly touched day after day seem the most tortured and deranged thus. All aside, the elf has great power especially within the house in which it is stationed. Near omniscience, invisibility, unnatural strength, teleportation, and telekinesis seem only scratch the surface of the little imps malice.

If a parent accidentally touches the elf on the shelf the elf may disappear for a day or two but it will come back because its magic is not completely gone

When your elf on the shelf is hurt/touched, put a bowl with cinnamon in it or sprinkle cinnamon next to your elf then while you are sleeping he will it the cinnamon and gain his magic, and then your elf will be alright. But make sure no one touches your elf for the rest of your life.
