Air cannot go through a normal balloon because the rubber material is impermeable. However, if the balloon has a hole or is porous, air can leak out.
If you had a hole in your hot air balloon you would not be able to fly it. it just would not float. It wouldn't float because when people are ready to fly it they power up the balloon they light fire in it.
