Yes to cook dry pasta it should be boiled in plenty of salted water for the time indicated on the packet (usually 5 to 10 mins.) However some pasta (e.g. Lasagna) may be added to the dish dry as it will absorb moisture as the dish cooks. Also freshly made pasta will only need 2-3 mins boiling.
First add pre-measured water to a large pan, following the directions on the pasta package. Most pasta require that you bring your cups of water to a sturdy boil first then slowly add the pasta to the water. You may add salt to taste which can also help prevent the pasta from sticking together. Once pasta and salt is added, continue to stir pasta off and on until water returns to a boil. Most pasta will take about 10 mins to cook in a pan but make sure you follow the directions on the bag as to not over cook it. Boiling water is super hot so be careful not to burn yourself.
