Who are the mutts that chase the remaining tributes in the hunger games?

The mutts look like wolves, only with some human qualities. Not exactly werewolves, but very close. The creepiest\most interesting thing about them, is that their eyes and fur are made to look like the dead tributes that died in the Games.

The mutts from the Huger Games are the dead tributes brains. They were "hijacked" (will get that if you read the whole series) and made to hate the remaining tributes. Such as the golden haired dog was Glimmer. So even though Rue was one of the mutts does not me she wanted to kill Katniss her brain was just made to think that way.

They are the dead tributes (their DNA is mixed thus the wolves have the same eyes as the tributes)
