Insulin is a hormone that causes cells to absorb and store glucose. When the body fails to produce sufficient insulin, or the insulin is ineffective, the body cannot store glucose, and can become lethargic. Diabetes is the name for the condition where insulin is not functioning properly.

Insulin enables the sugar to get out of the blood and into the cells where it is needed for the cells to function. If you don't have insulin because the pancreas is not producing it (as in diabetes) then the sugar will not be able to get into the cells, therefore there will be a high concentration in the blood.
