It is very unlikely that a dragonfly would ever bite since its instinct is usually to just fly away from trouble. However, if captured, then it is possible its mandibles could inflict a light bite. Symptoms, if any, would likely be similar to that of any insect, with some minor swelling and perhaps some itching. Keeping the area clean and applying an antibiotic ointment if the skin is broken may be all that is needed for complete healing.
