you add the ethanol to allow the oil to mix with the solution because water and oil do not mix however if you add ethanol to the mixture it will mix with the oil to form a solution.

Two things. First, the soap dissolves into the alcohol and you have liquid soap.

Second, if you do this in a factory you get to put "antibacterial" on the label.
