a smooth surface would let all the light through in one direction/angle, but a rough surface would make the different rays of light come out at different angles;making the different coulors more easily visible.

think of the light as a stream of water, now lets say your "smooth surface" is glass the light will bounce off the glass with no problem now lets say you have rocks for your "rough surface" the light will not as easily bounce off of them because they are rugged. there fore the light fragments bounce off of the "rough surface" .

The surface of rough surface is in random order, in lay person's words, the surface is not a straight on as the polished one. As there are a lot of rays, each ray cannot make the same angle of incidence with the same resulting in the difference in angle of reflection. Hence the image is destroyed. It also depends on the roughness of the surface. The rougher the surface is, the more the image of the object will be destroyed.

The rough surface is actually a collection of many surfaces, randomly angulated and distributed. Most of the incident light is reflected in unfocusable, unpredictable (random) directions. The polished surface, while having a slightly randomized (not perfect) surface, reflects most of the incident light in a relatively predictable and focusable direction.
