no it cannot be separated. it was explained by Hubert Simon that they are one in the same. they both cross over into each others' field. for three reasons:

1) legislation is ambiguous, ( Civil servants are left to interpret the laws/guidelines E.g. Ministry of Finance- Financial Regulations etc).

2)bureaucratic legitimacy, ( To be perceived as legitimate, bureaucratic officials have to be perceived as responsive to public opinion and concerns. This means, in effect, they must be politically sensitive and responsive).

3) not all politics is partisan politics, (Even if government agencies and departments hold themselves aloof from the ideological quarrels and power struggles of politicians, each agency will still seek to protect its own administrative turf. In other words, public administration may pursue their own "Bureaucratic politics').

There should be some separation but not a complete separation between public administration and people. The workers in public administration are working for the people. However, they are working under the direction of the elected officials. Their job assignments must be clear. If the politicians have determined that one project will be done and another will not, that is what the public administrators must do even if it is a totally stupid decision. There is no way in our system to separate such a decision from politics. However, how a public administrator works under such conditions should be his decision if he is an expert in his field he should report to one boss.
