If the water table is higher the the surface of the land, water will seep out of the land surface and form a puddle, pool or lake. The depth of the water body will increase until the water surface is at the same level as the surrounding water table - this is a state of equilibrium.

If the water table lowers, so will the water level in the water body, until equilibrium is reached.

Water moves slowly into and out of the land surface and follows the movement of the water table in the area.

Don't confuse this with storage reservoirs behind dams. These have an artificially high water level and the surrounding water table can be lower than the reservoir.
