As this arrest took place in an adult pornographic theatre, the question as to "why" he - or anyone - would be arrested for that is valid.
That will be a matter of opinion. In general, some think that society has the right to regulate sexual behavior, even when the behavior harms no one. They would support the arrest.
Others believe that there are better uses of law enforcement's time. Such as looking for killers, rapists, arsonists, burglars and such. They would not support the arrest.
