Newspapers. Depending upon the newspaper, and the level of English spoken, and understood by a person, that could be very difficult. Personally, my French always improves when I am in France or with French people.

I took the fundamentals at the Alliance Francaise, then while working for a French company, I had the opportunity to listen to native French speakers. Then I began to communicate, and people would giggle sometimes and correct me if I got something wrong. But I did learn what was correct, and when to use what I knew.

I also found that it seemed that people could gauge my level of French, and would speak to me using words I could understand. If I didn't, then I would ask. They would explain and I'd have a mini-lesson.

So, I would say, get out and about. Listen to people speaking. They may not be using proper grammar all the time, but I found that by day three I was speaking French all the time. It wasn't perfect, but I was communicating.

Should immigrants have to learn to speak English before entering the US?

No. United States does not have an official legal language. But there is a basic spoken English and literacy test for people becoming citizens though. If immigrants come to the United States with the intent of doing business and/or becoming citizens, they usually do take the time and make the effort to learn the English language. However, immigrants who enter and/or stay in the United States illegally and take advantage of our lack of law enforcement usually do not bother to learn the language.
