Colleges look for students who are consistent, take on leadership roles, are self-motivated, and are active in their schools and community. I would suggest that as you satisfy your A-G requirements, you do the "recommended" extras (i.e. such as: although 3 years of Math are required 4 are recommended.) Try to get internships, jobs, and/or volunteer in the areas which you are interested in (especially if declaring a major on your college application). Just remember colleges are usualy looking for good students that have goals in mind and that they're thinking about achieving them.
Electives are good, because they help a child learn extra things, that may not be learned on the average school day. The downside to electives, is that many kids, may not be spending enough time on their core classes.

If you're talking about good colleges like Thomas Jefferson, a nation wide known high school where you have to take an entrance exam to get in, then yes it will make you stand out more.
You can change middle school electives during the first day. The office may ask you why you are dropping that class or why do you wanna change the class. Good luck changing the elective !
