Several things can cause this. A clogged filter, bad/dirty blower, dirty fins on outdoor condensing unit or the fan in the outdoor condensing unit not running or not running properly can all cause poor air flow and cause ice on the pipes. Low coolant level can also cause this. So, try the easy things like cleaning it and changing the filter first and see if that helps. If it doesn't, a tech will probably have to come out to recharge the unit and look for a leak.

There is no real set temp for the lines ,the bigger thing is the heat that the outside unit is producing when the unit is on. A normal functional AC unit will be around 105 to 110 degrees as for the copper lines they should feel pretty cold to the touch like an ice colds beer feels in your hand......

Usual causes: air flow restricton dirty filter or evaporator coil, loose or broken indoor fan belt, indoor fan on too low a speed setting, if it has always been present undersized ductwork should be investigated or the system is low on refrigerant.

Your unit is freezing up out side like a block of ice? if so then obviously you have a heat pump.. what is happenong is your defrost board or thermostat on the out side unit is no good and needs to be replaced.. if you cant afford service on it, to defrost the unit some what quickly, turn your air conditioner on for abour 5 minutes.. that should defrost the unit..
