Hope they alright to begin with. A bicyclist is held to (nearly) the same 'rules of the road' as a motor vehicle. If they are at fault for the loss, then they will be held responsible for the damages that resulted due to their negligence, just as if it were two vehicles that collided. I have worked many many claims, that the pedestrian, or cyclist was 'At Fault' and therefore responsible. If it is a minor some times the parents home owner or renters insurance will cover the damage. Most times, however the individual themselves are responsible.
