If the kid is bullying you, then yes, report to the teacher or principal. If you do homewok for someone once or twice then it's not a big deal, but if it's daily, then you should tell them to stop, 'cause it's not going to help the other person learn, and it's wasting your time to do your other homework or something else other than doing his homework. Don't let the person tell you that you have to do his/her homework, even if they are your friend.
