There could be numerous reasons. he could not know where the water is. He could be not used to your water method typically guinea pigs do not drink out of bowls and they really cant because at the same time they try to breathe and they have to have there nose in the water when they drink out of a bowl because there nose is so close to there mouth and they do not like water on there nose at all! If you are using a bowl please switch to a water bottle immediently! If you are using a water bottle then he might be sick with things in the stomach suck as (parasites,worms,tapeworms,kidney problems, stones etc.) You should take him to your local exotic vet emmideently :) Hope this helped!
