It is hard to say exactly "why" Newton created his Laws of motion. It is likely that Newton agreed with Galileo that Nature was mathematical and Newton was searching for the mathematical expression of Nature to explain "Keplars Laws of Motion".
Actually Newton's "three laws" are but one law, the Conservation of Gravitational Energy, E= -mGM/r + mcV. Newton left out mcV the kinetic/vector energy.
The derivative of gravitational energy is XE=F=ma. If the derivative of energy is zero, then the sum of the forces is zero and this is the conservation of energy and the equilibrium condition.
Newton's First law is the Conservation of Energy, no force equals no acceleration" and no acceleration equals no change in motion, thus motion is constant, including the constant zero.
Newton's Second law , describes force and acceleration F= ma .
Newton's Third law is the same Conservation of Energy again. the sum of the (vector) forces is zero.
