∙ 11y agoIn the USA the ingredients are, basically: propylene glycol (PG) and/or vegetable glycerin (VG) and/or polyethylene glycol 400 (PEG400); FDA approved for human use. Very few use PEG400. FDA approved flavors (there are literally thousands of these flavors used), normally used in flavoring foods and drinks. And Nicotine, chemically filtered and derived from Tobacco.
The normal ratio is 40% PG / 60% VG. VG makes the visible "smoke" (vapor) and PG simulates the mouth and throat stimulation caused by tobacco. The flavors are used to simulate tobacco, to aid in the secession of smoking; and later to maintain abstinence of smoking. The Nicotine is addictive and used to 'wean' off (slow down, or stop) once you have gotten over the initial hurdle of tobacco. Vanilla, Cinnamon, Menthol and Hazelnut are some of the most common flavors used to simulate a tobacco taste.
