The rule when rounding off numbers is "If the first figure to be discarded is 5 or more then the previous figure is increased by 1".

Zeros must be kept to show the position of the decimal point or to indicate that zero is a significant figure.

The first figure to be discarded is 3. As this is less than 5 then the previous figure (9) remains unchanged.

193.85 to 2sf becomes 190.0 (or just 190).

Note : the zero(s) are retained to show the position of the decimal point.
