250cc just the amount of air/fuel mixture the cylinder can hold, you wont know the real max hp of an engine until you include the other vital parts like the carb, exhaust, transmission etc. and then run the working machine on a Dyno to test the efficiency
I understand that a 250 cc engine is around a 15 hp motor, so a 277 cc engine calculates about 16.5hp. there is no direct conversion between cc and hp because cc is a volume and hp is a energy.

cc's cannot be converted to hp. If your figure was correct, then a 3.3 cc nitro engine wouldn't have a 1/3 of an hp. It's been tuned for right under 1.5 hp.
You don't. cc is the size of the engine. It cannot specify the h.p. which is variable.
its not an exact science because cc's don't convert directly to hp but its probally rated around a 7
