According to the Gunsite safety rules, the first rule of gun safety is "Treat every gun as if it were loaded" or more simply "Every gun is always loaded." As a very general rule, the NRA safety rules are more popular among competitive non-tactical shooters (bulls-eye matches for instance) and the Gunsite safety rules are more popular among tactical shooters and instructors. The NRA is a very respected gun organization, and Gunsite is one of the premier, if not THE premier training organization in the U.S. and its founder Jeff Cooper was considered by many, many shooters as the top gun guru.
