It depends upon the states involved and whether they belong to the Interstate Drivers License compact and/or the Interstate Nonresident Violator Compact. The Drivers License Compact consists of 45 states and the District of Columbia. States not included are Georgia, Massachusetts, Michigan, Tennessee and Wisconsin.
Interstate compacts are agreements between the states to enforce one anothers law, regulations, court rulings, DMV matters, etc, etc, providing that the other state agrees to reciprocate and do so as well. "Not honoring" it would seem to mean, that one of the states has chosen not to cooperate.
