Spongebob is not enemies with anyone, he is a happy and carefree person most of the time. However, Plankton who owns the Chumbucket does not like Spongebob, but mostly because he is annoying and will not give him the Crabby Patty Fomula. Also, Squidward Tentacles, his neighbor also despises Spongebob

Actually, having watched all of the episodes, there are only a few I can pick out who constantly dislike Spongebob (he is mostly loved by everyone, though everyone is sometimes annoyed by him): Plankton (though he is mostly Mr. Krab's arch-enemy), Bubble Bass (though not a rival per say), and Man-Ray and the Dirty Bubble (enemies of Mermaidman and Barnacle Boy).
