An ammeter measures the amount of current (in amperes) in a closed, powered electrical circuit.
The formula, e=i*r (Voltage = current * resistance) when solved for i is
i=e/r
So if you have 120 volts flowing through a circuit that has a total resistance of 8 ohms, the current would equal 120 / 8 or 15 amperes.
