bored over means it has had an overhaul in which the cylinder walls were damaged enough that they had to redrill the holes(bore) bigger. Most of the time you will see motors bored .60 over or less. More than that and the cylinder wall get to thin then they will sleeve it which means they will bore it out and then pressure set a new sleeve in. Also with boring out a good portion of the time people will refit main and rod bearings. you will also hear them say grinding the crank which is the same as boring but instead of a hole they grind the shaft of the crank. if you want more detail let me know i will try to help you out in the best way i can.
