It depends on what the character's role in the storyline is. But generally, if it is a good character, the character themselves will not shut up about what their qualities are and will keep pointing them out and telling you to write them RIGHT NOW. (Apologies to people who aren't writers and thus have no idea what I'm talking about.)

Good Character possessed by someone who continual lives up, in their words and actions, to a moral code of conduct that is within a range of behaviour considered ethical and not abusive to others.

Reliability is often considered a symptom of good character; someone does what they say they will do.

Honesty and integrity are components as well.

Defining good character without a system of beliefs for morality (in other words what is considered moral or not) is not possible. So when someone is decribed as being of good character, the person describing this is making a judgement based on precepts of morality.

Good character mean that you are a loyal person that u think of other too not only in ourselves but in other people too. Good character mean that you help others when they need help like me one day i helped an old lady cross the street one day cause i knew that she was having trouble crossing the street so i decided to lend a hand and help her cross the street. That is having good character for me.
