um no....there already is a pelican dependencie/tag in the halo3 game(.map files) and halo3 canot be modded, well only forge modded currently, and why would you want to modify the halo2 modle/dependencie of a pelican into a halo3 .map file? it just doesnt make since.
first you get a copy of halo3 or 2 or 1 from bungie and send it to the address it was from

When you have finished making a map in forge, press start and click, "Save Map" It should ask you what do you want to name your map and make it's description. Afterwards, exit the game. Go into Custom Games, and select the map you built yours on, ex; Forge World, -Your Map here-. Click on it and start the game. You are playing on your own map.
You just build a things on a forge map the best forge map to do it on is forge world
The map "Forge World" in a Halo: Reach is just a large map with nothing on it, other than like trees and rocks and stuff. There are only 4 items which you can place in Forge mode on "Forge World". 3 of which are in the spawn category.
a new map or map modified on forge? if you mean a forge made map, make an account on bungie.net and they have a bunch of map variants on their site
if you get map packs on each map their are different and sometimes more objects to be used in forge.
