If you refer to a business response (based on the elected category) Then it is appropriate as in all business situations to ask (always politely) Do they have an appointment? (they are cold callers so they shouldn't have one) If the response is "no" then you can explain that they will need to contact (preferably) an administration contact with details of who they are and the reason for the visit. If its a sales call then you can also ask them at include details of the product range for consideration of an appointment. This means they will need to go away and follow the procedure. In addition they will then have to let you know why they want an appointment - If its something that is of interest/benefit to your organisation you can of course accept and make the appointment. If not then decline the "use of their services at this time. If they , and some do try to push for someone to talk to them there and then remain polite and tell them you have not time at that moment to discuss the issue. Many will leave and hope to make an appointment. If they ask for the persons name who to write to regarding their appointment i.e.The CEO, Buying manager etc tell them that the process is to contact the person/department you've provided details on.
Should you have someone whose selling a service/product that you have already in place i.e. a contractor you can tell them this but no more.
