Open the drivers door , and on the door latch pillar you will see an information sticker that shows the original size tire on the vehicle from the factory

in the trunk were the spar tire is
In the front of the trunk near the spare tire (donut)
The tire jack is supposed to be under the spare tire , in the well in the trunk area
the correct psi for a '98 to '08 mustang is 31 psi

Hydroplaning is usually more of a tire issue, than car. If a good tire moves water, rather than runs on top of it, then it will not be an issue. Good year makes a couple of tires, that are just for that purpose.
