∙ 9y agoAssuming they're in the same branch of the service, in every military I'm aware of Captain is a higher rank than Lieutenant.
If they're in different branches, maybe not. A US Navy (or US Coast Guard) Lieutenant is pay grade O-3, the same as a Captain in the US Army, Air Force, or Marines.
