you have not back off your caliper pistons completely,when you don't bottom out your caliper pistons they leave a small thickness inside caliper which won't let them seat properly. the other thing it could be is the felxible hose between the caliper and the frame, is broken internally that allows pressure to caliper piston when braking but does not let it release properly because internal hose stops reverse flow.this usually occurrs when someone is replacing brake pads and allows calipers to hang down via the hoses or balances them on the spindle arms and they fall off with a sudden joult causing damage to internal hoses.
