You could be thinking of a number of things. If it's a component of a regular military branch, then you're referring to some type of reservist - what we'd call the National Guard in the US, or what they'd call the Territorial Army in the United Kingdom or the Home Army in Sweden, etc.
But such forces are usually trained through the military and are affiliated - of not incorporated into - the regular armed forces of a country. E.g., the US Army National Guard is essentially a reserve component of the Army, British Territorial Army units are affiliated with Regular Army regiments, etc.
If there's a specific word you're thinking of, it's probably "militia", which can be applied both to units as described above, or to units with no affiliation with a state's regular armed forces.
