If they had an MD (meaning, they went to medical school), then they are a psychiatrist. If they have a PhD (meaning, they are very highly educated and have earned a doctorate degree) then they are a psychologist. The biggest difference between the two is that psychiatrists can prescribe medication and psychologists can't.
