The mutations were the deceased members of the 24 people that died mutated into creatures. Im guessing that when they die when the hovercrafts tick them up the take them to a lab and turn them into mutations.
above is wrong they put the people in the box then send them to their district. mmutations were animals they mixed to make new ones. all i know of are trackerjackers and mockingjays.
a mocking jay is a jabber jay and a mocking bird mixed together and a trackerjacker is a wasp and a wolf put together and its very true :P - by one of the makers of the book

∙ 12y agoMutations are Capitol-created creatures who look like animals, but have personality traits that are strikingly human. In the end of The Hunger Games, the Capitol sends in wolf mutations who have razor-sharp claws and the ability to stand on their hind legs. These wolf mutations have the eyes and hair color of all the tributes that died previously in this year's Hunger Games. They even have a collar with their District number carved with jewels into it.

In the 74th Hunger Games, the Capital uses mutations of dead contestants so that the mutts look like the deceased participants.

∙ 11y agoAccording to the book, the 21 mutts in the first book were very wolf-like (fans often refer to them as the wolf mutts in conversation). Each mutt represented one of the dead Tributes. Their fur and eyes shared characteristics of the tributes, enough to thoroughly disturb Katniss.
For example, Rue's muttation was the smallest of all of them just as Rue was the smallest tribute. It had a dark brown coat, as Rue was described in the book. It had a collar woven out of plant fibers, representing District 11's agriculture, with the number 11 written on it.
In the movie, Lionsgate went simple and made all of the mutts look like big, vicious bulldogs.
