As a kid we use to make parachute out of handkerchiefs. Just tie a string to the four corners of the handkerchief, tangle a action-figure in the string and throw him high. It works quite well.
Parachutes are typically made of silk or nylon and a lightweight cord or string. Today's parachutes are more commonly made of nylon.

Make the parachute wider/bigger or make the parachute deeper. Make the thing pulling it down lighter. Hope this helps. =)

For a middle school project, you should design a parachute that is the right size for a small action figure. You can make the parachute out of an old pair of parachute pants.
You have a small person under the small parachute.
A parachute must have suspended weight in order to open. If you have no weight loading the parachute will fail.

Who is packing your parachute is sort of like a reflective quote meaning "who is looking out for you and keeping you safe." You don't want to burn your bridges with those who "pack your parachute" such as the friends who keep you company and love you. They're the ones who help you when you need it most... like a parachute.
